Falling enrolment
We understand that student enrolment is shaped by many different factors, and we are not suggesting any direct correlation to legal spending. We are only making the higher-level point that CSF lost students every year from 2021–22 to 2025–26. Fighting for new schools while the existing schools have enrolment decline seems counterintuitive.
